Shocking footage has emerged of a vicious dog attack that left a horse rider flung onto the bonnet of a car after a Staffordshire Bull terrier dog went on a rampage in broad daylight.

The incident, which occurred on a busy Oldham main road last week, has ignited outrage and raised serious questions about dog ownership and accountability.

The distressing video shows the horse, pulling a cart with riders, being attacked by the unleashed dog. The terrified animal bolted, throwing the rider from the cart and sending him crashing onto the hood of a stationary vehicle.

The chaos didn’t end there; the footage also captured the dog’s owners casually walking away from the scene, denying responsibility for their pet’s aggressive behavior.

Adding fuel to the fire, Gypsy Outreach UK has identified one of the dog’s owners as a deputy head teacher, raising concerns about her suitability for a role of responsibility and care.

Polly, of Gypsy Outreach UK, expressed deep shock and dismay, questioning,

“If she has the capacity and empathy to protect a child if it was in a situation such as this? Would she flee the scene?”

The victim, who reported the incident to Greater Manchester Police, was met with further disappointment when he was informed that the matter was being treated as a civil dispute, with no criminal investigation to be launched.

This decision has been met with fierce criticism, with the victim and community members arguing that a dog dangerously out of control is a clear criminal offence.

Gypsy Outreach UK has issued a powerful statement, emphasizing the broader implications of the incident.

“This incident is not just about the attack itself but the wider implications for public safety. If a dog is allowed to behave dangerously without consequence, it puts not only animals but also people—especially children—at risk,” the statement read.

The organization further condemned the lack of accountability displayed by the dog owners, particularly given the deputy head’s position of influence.

“Schools teach responsibility, accountability, and respect for others, yet this incident demonstrates the complete opposite from someone in a position of influence,” the statement highlighted.

The incident has sparked calls for stronger enforcement and accountability for reckless dog owners.

Gypsy Outreach UK urged authorities to take the matter seriously, demanding that the safety of animals, riders, and children be prioritized.

The victim, and his fellow riders have received an outpouring of support from the community.

The incident has reignited the debate surrounding the responsibilities of dog ownership, leaving many demanding immediate action to prevent similar incidents in the future.
